RC4CryptoServiceProvider cannot get the same result when moved from .NET 1.1 to .NET 2.0

RC4CryptoServiceProvider cannot get the same result when moved from ASP.NET 1.1 to ASP.NET 2.0.

If I change the application Config in IIS back from 2.0 to 1.1, then it works again. Any Ideas????
