I have noticed that the standard Packet Monitor application does not capture outbound traffic when run from a Windows 2003 Server. Inbound traffic is captured fine.

This was tested on a Windows 2003 Server Service Pack 1 install.

Is this a 'feature' of Windows 2003 and if so can it be worked around?

BTW: I noticed that the default project does not appear to work correctly when run in Debug or Release mode from within Visual Studio 2005. This appears to be a VS2005 issue (I may be wrong) as the compiled assembly works fine.
