I notice in my project folder there is a file called Org.Mentalis.Security.xml along with the .dll. Does this file need to be distributed to end users as well as the .dll file?

No. This XML file contains the intellisense documentation of the library, so you'll only need it when you're using the library in Visual Studio .NET. [Actually, you don't need it at all -- but it's handy for the programmers that work with our library to have intellisense documentation]
